General process for the conduct of territorial dialogue on public building efficiency projects

The conduct of territorial dialogue is an important aspect in the COLEOPTER approach and a general process was established by RURENER, based on the local implementation of dialogue groups.

This general process includes the definition of the goal of the dialogue and subjects to be discussed (or not), the final product that will come out of the dialogue and the calendar and dialogue instances. On this last point, the general process focuses on the main stakeholders involved in the dialogue and their role and explains the dialogue instances (dialogue group, dialogue steering committee) to build for a fluid implementation.

This general process cannot be implemented as such as it has to be adapted to each specific local context (type of stakeholders, type of building, socio-economic and political context, etc). However, it provides a good starting point to build a local dialogue process and facilitate the conduct of impactful efficiency projects.
